EXECUTIVE SUMMARY

 

Recommendation to approve and authorize the Chairman to execute Amendment No. 5 to Contract No. 18-7245 with Taylor Engineering, Inc., to include additional tasks for the Collier County Comprehensive Watershed Improvement Plan.

 

 

OBJECTIVE:  To obtain approval of Amendment No. 5 to Contract No. 18-7245 with Taylor Engineering, Inc. for the Collier County Comprehensive Watershed Improvement Plan.

 

CONSIDERATIONProfessional Services Agreement Contract 18-7245 was approved by the Board of County Commissioners (Board) on July 10, 2018 (Item 11H.2). Subsequently, on September 24, 2018, the County administratively approved the 1st amendment to the agreement to replace Schedule E, the Truth in Negotiation Certificate, to include a version signed by the consultant.  On November 13, 2018, the Board of County Commissioners approved to move already allocated funds from contingency to new tasks as well as allowing for lump sum payments for one of those tasks. (Agenda Item 16.A.25). On April 23, 2019, the Board of County Commissioners approved to further define Task 1.3 Environmental Data Collection and Analysis, add Task 1.4.1 Water Availability Analysis and add additional tasks under Permitting. (Agenda Item 16.A.10).  Amendment No. 4 adds subtask 1.2.1 Additional Coordination Regarding Property Rights and TDR Incentives and Subtask 1.4.2 Additional Field Reconnaissance for Flow-Way Modifications and Reduces Contingency by $19,612.  There is no change in total contract amount with this amendment.

Reduced Environmental Data Collection/Analysis by $71,040; Added water availability modeling of $56,740; Increased permit application scope by $14,300.

Amendment 4

Reduces Contingence by $19,612; Adds additional coordination regarding property rights and TDR Incentive, and add additional field reconnaissance for Flow-Way Modifications

No increase to overall contract project cost of $1,499,994.

Amendment 5 (proposed)

Increase Agency/Stakeholder Coordination and Pre-Application meetings by $14,688. Added sub-task Additional Coordination - Private Property Owners; GMP/LDC Code Revisions by $19,460.  Decreased Contingency by $34,148

No increase to overall contract project cost of $1,499,994.

 

 

FISCAL IMPACT:  The contract amount remains $1,499,994. Eligible costs of $1,455,504 will be requested for reimbursement under the RESTORE Act Direct Component within the Growth Management Grants Fund (711), Project 33554.

 

GROWTH MANAGEMENT IMPACT:  There is no impact to the growth management plan related to this action.

 

LEGAL CONSIDERATIONS:  This item is approved as to form and legality and requires majority vote for Board approval. -JAK
