EXECUTIVE SUMMARY

 

Recommendation to purchase the 37 acre SD Corporation/Cypress Landings II parcels under the Conservation Collier program previously included in the cycle 9 Acquisition A List in the amount of $1,580,000, which the owners have indicated they are willing to accept. 

 

 

OBJECTIVE: To add environmentally diverse properties to the Conservation Collier land inventory.

 

CONSIDERATIONS:  In July 2018, staff brought forward the Conservation Collier Land Acquisition Advisory Committee’s (CCLAAC) cycle 9 land acquisition list to the Board. Subsequently, three properties were purchased by Conservation Collier in the total amount of $1,598,500 while a fourth (the Hack property) was not purchased when the owner was not willing to sell the property at the appraised value.

The A list included several other properties that the Board did not direct staff to purchase at that time. Among these were two parcels owned by SD Corporation of Naples Inc. and Cypress Landings II of Naples LLC respectively that total 37.16 acres located in East Naples. These properties scored high in the CCLAAC cycle nine evaluation process due to their diverse environmental nature.

I am recommending that the Board purchase these parcels under the Conservation Collier program.

 

FISCAL IMPACT:  The appraised value of the parcels totals $1,580,000. Funds for this acquisition would come from the Conservation Collier land acquisition fund. If Conservation Collier land acquisitions proceed it is assumed that funding will be provided by a voter approved funding referendum and that any maintenance reserve monies utilized for acquisition will be restored by the voter approved funding or failing that, restored by General Fund sources.

 

LEGAL CONSIDERATIONS:  Pursuant to the Board’s policy for acquisition of lands by the Conservation Collier Land Acquisition Program, Resolution No. 2007-300,  the County may purchase the two parcels for $1,580,000, the average of the two appraisals. The County’s in-house real estate appraiser informed me that these two appraisals remain valid as reflective of the current market value.  Accordingly, this item is approved for form and legality and requires a majority vote for Board approval. - JAB

 

RECOMMENDATION:  That the Board of County Commissioner purchase the aforementioned parcels from SD Corporation of Naples Inc. and Cypress Landings II of Naples LLC in the total amount of $1,580,000.
